
Valletta Hosts European Twinning Event to Strengthen Island Cooperation
Valletta, Malta – 1 October 2025
This week, Valletta becomes the stage for a unique gathering of island communities as delegations from Malta, Sardinia, and Sicily come together for the official launch of the SOuSeEU Project, a European initiative funded through the CERV Programme (Citizens, Equality, Rights and Values).
Running from 1–3 October 2025, the event features conferences, workshops, and cultural exchanges aimed at boosting cooperation between islands, promoting civic participation, and sharing best practices on sustainable local economies.

A Platform for Exchange
Over 47 international delegates from local authorities, civil society, and the cultural sector are joining Maltese partners to explore common challenges and opportunities.
Topics on the agenda include:
- Smart food and local economies
- Sustainable tourism
- Youth participation
- Digital innovation and renewable energy
- Governance and cooperation networks
The programme includes keynote interventions, case studies from successful European projects, and a brokerage session for participants to present new ideas for collaboration.

Looking to the Future
A highlight of the event will be discussions on the Pact of Friendship and Cooperation, designed to formalise long-term collaboration between the participating territories.
Delegates will also engage in the ELoGE Programme (European Label of Governance Excellence), focusing on communication, outreach, and benchmarking tools for local communities.

Celebrating Island Identity
Beyond policy dialogue, the Valletta meeting also highlights the islands’ cultural and identity dimension as a shared European value.
Networking dinners in Xgħajra and Rabat will allow participants to experience Maltese hospitality and traditions firsthand.
The SOuSeEU Project will run across several European islands, but its journey begins in Malta — underlining the country’s role as a hub for dialogue, innovation, and Mediterranean cooperation.
