Born in Victoria, Samuel is a practicing lawyer with over thirteen years of experience in Local Government. He was firstly elected as Local Council Member in 2003 and then served as Mayor of Gozo’s capital, Victoria for ten years from 2009-2019.  Since 2009 he is the President of Gozo Region. He is also President of the Gozo FA.

Internationally, he is a representative of Malta in the European Committee of the Regions. He is the EPP Coordinator of the NAT Commission and also a member of the CIVEX, and COTER Commissions.

 In the Local Councils Association Samuel holds the role of Vice President for International Affairs. Samuel is the father of two children
