Introduction
One of the most important functions of the Local Councils’ Association is campaigning. We are heavily involved in policy development and formulation since Local Councils are the institutions that can really represent the citizens at the local level. Local Councils must be autonomous to function properly and must be based on the principle of subsidiarity. The national government can aspire to be close to the citizens if more devolution is entrusted to Local Councils.
